When moving, the car and driver/passengers have momentum, This momentum is transferred from the driver/passenger on impact, This change in momentum causes a force to be exerted, Increasing the time it takes for an impact to happen increases the time it takes the momentum to be transferred, The increase in time decreases the rate of change in momentum, This reduces the force the driver/passengers experience, Their is less chance of injury.
