Waves cause the most erosion (through abrasion and hydraulic action) at the base of the cliff, This causes a dent in the cliff (a wave cut notch) which is made larger by erosion, The rock above the notch becomes unstable, and eventually collapses, This leaves behind a wave cut platform, This material is washed away, and eventually a new notch is formed, The repeated collapse results in the cliff retreating.
