Traditional cultures - In an extremely traditional Muslim culture, women are unlikely to be fully included in the census - forms may ignore the issues affecting women and male family heads may not bother to include the female members of their families when completing forms., Difficult topography - The mountainous terrain in Afghanistan, and the harsh weather conditions, mean that it is extremely difficult to gain access to the more remote areas. Airports are scarce, roads are seldom surfaced and are often destroyed by landslips., Illiteracy - The proportion of people who can read and write is very low in Afghanistan, especially among women. As a result census forms will have to be read to respondents and completed for them making the census extremely expensive, especially for a developing nation. Many women will not be able to complete their own forms and so may be excluded., Language - Translation into multiple languages makes the census expensive to produce. Multilingual enumerators will be scarce and there may be suspicion and fear between ethnic groups to deal with., Unrest and instability - Military action will disrupt civil life and make enumeration difficult. Locals may suspect that the census is a ruse to gather information and be distrustful. People may be frightened., Distrust - In a volatile situation where the future is uncertain and the Taliban remain powerful many will be fearful of giving information which could later fall into the wrong hands. Having ones name, religion and ethnic group on a database could then become a death sentence., Migration - Large numbers of refugees leaving the country will make any census data extremely unreliable, Illegal activities - With a great deal of local income from growing the opium poppy, who would want to have their name and occupation recorded?, Local politics - Local warlords control population and may ‘discourage’ co-operation with the government., Nomads - Nomads are difficult to locate and are far less likely to be included in the census. This will create flawed records and may well mean that little government provision is made for nomadic peoples.,
